The Institut per al Desenvolupament i la Promoció de l’Alt Pirineu i Aran (IDAPA), a Generalitat body responsible for development in the High Pyrenees and Aran, announced on 14 March a €125,000 grant scheme to help local authorities prepare compulsory municipal road inventories.

Town councils, decentralised municipal entities and county councils in Alt Pirineu i Aran are the intended beneficiaries. For small mountain municipalities, the funding is intended to help meet the cost of producing or updating a register of local roads and paths.

The Department of Territory, Housing and Ecological Transition said the scheme’s regulatory rules had already been published in the Diari Oficial de la Generalitat de Catalunya, Catalonia’s official gazette. Its March announcement said the first call for applications was expected before summer and that the scheme was intended to continue until every municipality in IDAPA’s area had an inventory.


What the municipal inventory must contain

Under the Generalitat’s announcement, eligible work includes preparing a new inventory or updating an existing one. The record must include:

  • a georeferenced digital database;
  • individual records for each municipal road included in the inventory; and
  • a general map showing the location of the paths.

IDAPA said the new funding would complement existing Department grants for maintaining and improving municipal paths and roads, which form part of the Generalitat’s mountain policy.

Separate 2026 funding for maintenance work

The Department also opened an advance 2026 call on 31 December 2025 for the nine mountain county councils and the Conselh Generau d’Aran, Aran’s general council, to improve and maintain roads in the local and rural network.

That separate programme has a budget of just over €6 million and covers works carried out between 1 January and 31 October 2026. Municipal authorities seeking details of the inventory scheme can consult the Generalitat’s official notice and the published DOGC rules.
