Call for Comprehensive Plan

The PSC Girona pel Canvi municipal group has formally requested a review of the Special Plan for the Barri Vell and the creation of an integrated action plan for Plaça de Sant Pere, citing worsening problems with antisocial behaviour, nighttime noise, litter and vandalism. The call came on Friday, 9 October 2026, as the party expressed concern over what it described as inadequate responses from the city council to declining safety, social wellbeing and economic life in the area. Spokesperson Bea Esporrín criticised the current administration for failing to correct ongoing issues and for lacking a clear vision for the neighbourhood’s future.

Longstanding Warnings Ignored

The PSC recalls having warned for years about the risks of over-tourism, including a surge in tourist rental housing and the erosion of commercial diversity. The party insists that the city must stop treating community living issues as isolated incidents and instead implement a coordinated, long-term strategy. Under the proposal, measures to improve coexistence include evaluating increased police presence during high-conflict hours, strengthening coordination in response to residents’ complaints, and establishing monitoring systems to assess the real impact of actions taken against incivilities.

Public Space and Mobility Reforms

The party also demands improvements in street cleaning and maintenance, along with a revision of waste collection schedules to better suit residents’ needs. Esporrín stressed that "Girona’s appeal must be compatible with neighbours’ right to rest, access to housing and quality of life." Further proposals include regulating mobility and public space use, particularly bicycle and e-scooter traffic in heritage zones, delivery operations, and balancing these with local economic activity. The PSC calls for a transparent, time-bound action plan developed with input from residents, businesses and community organisations.


Background: Ongoing Urban Planning Processes

The Barri Vell is subject to specific urban regulations under the Special Plan for Interior Reform and Conservation, which requires prior communication to the city council for façade and roof works. A separate participatory process, Per un Nou Vell, initiated by the Neighbourhood Association of the Barri Vell in 2018, has already led to community debates on the future of the area. In June 2019, the first debate table was held at the COAC Girona, aiming to inform a future revision of the current Special Plan. More recently, a participatory process for Plaça de Catalunya concluded with measures to reduce traffic, including the installation of access-control cameras and prioritising residents and authorised vehicles. These proposals, developed with 42 city entities, are under technical review by city services for feasibility and impact before implementation.
