Stakeholders Unite for Regional Mobility

Representatives from 21 municipal, association, consortium, business and government bodies have formally established the Mobility Table of the High Pyrenees and Aran today in Esterri d’Àneu. The initiative, convened by the Department of Territory, Housing and Ecological Transition, aims to strengthen coordination across transport stakeholders in one of Catalonia’s most geographically complex regions. The launch took place during the XIII Excellence Days 2026, themed 'Pyrenees Network: Mobility and Connectivity', hosted by the Lleida Provincial Council. The event underscores ongoing efforts to address long-standing mobility challenges in the area, where low population density, rugged terrain and seasonal economic activity complicate transport planning.


Current Mobility Patterns and Strategic Goals

The 2026 Survey on Daily Mobility in the High Pyrenees and Aran, a foundational document for the ongoing development of a Mobility Master Plan, reveals that private vehicles account for 50.4% of trips. Active modes, primarily walking, make up 44.8%, while public transport is used in just 4.8% of journeys. This data aligns with broader regional trends: a Segre.com report notes that only 4.7% of Pyrenean residents use public transport on weekdays. The Mobility Table will work to reverse this imbalance by identifying shared needs, pooling expertise and developing joint proposals. It will meet quarterly and may form working groups on specific issues. Its creation follows earlier commitments by the government to improve mobility, including the integration of the High Pyrenees and Aran into the Lleida ATM’s fare system, which began in early 2024 and allows for tariff savings of up to 78% on some routes.

Leadership and Coordination

The technical coordination of the Table will be led by the Association of Rural and Maritime Initiatives of Catalonia (ARCA), in collaboration with the Institute for the Development and Promotion of the High Pyrenees and Aran (IDAPA), a body under the Department of Territory. IDAPA has been reinforced as the primary governmental interface in the region, with Minister Sílvia Paneque describing it as both the 'door of the Generalitat to the Pyrenees' and the 'voice of the Pyrenees within the Generalitat'.

From IDAPA, we will work for the Table to become a tool to collect and convey the specific needs and challenges of the High Pyrenees and Aran in mobility matters, and a space to propose solutions from and for the territory.

Wider Strategic Context

This initiative is a key component of the Government’s Pyrenees Strategy 2024–2030, which aims to generate opportunities across the region. The Mobility Table is expected to feed into the future High Mountain Act, currently in draft form, and help shape a mobility model tailored to mountain realities. The Table’s composition is open, with potential for expansion to include additional actors as needed. Initial members include the Department of Territory; IDAPA; ARCA; Ferrocarrils de la Generalitat de Catalunya (FGC); the Lleida Territorial Mobility Authority; comarcal councils of Cerdanya, Alt Urgell, Pallars Jussà, Pallars Sobirà and Alta Ribagorça; the Conselh Generau d’Aran; Leader Pirineu Occidental Consortium; Alt Urgell-Cerdanya Consortium; the Vall de Boí town council; business associations from Cerdanya and Alt Urgell; Som Mobilitat; Pyrenees Taxi Association; Pobla de Segur Train Users Association; Public Transport Promotion; Sustainable and Safe Mobility Foundation; and Pallars Actiu.
