Girona City Council’s Guanyem and ERC administration is due to approve a new allocation of municipal responsibilities at an extraordinary plenary session at 8.30am on Friday, after the PSC agreed to abstain. The agreement follows Junts’ departure from the local executive on 14 July, which left the administration in minority.

For residents, the deal includes commitments on the protection of Parc Jordi Vilamitjana, the planned Provincial Historical Archive at Fontajau, Cinema Truffaut and the city’s cleaning service. The new structure sets out how the minority administration will organise the council after the coalition change.

Mayor Lluc Salellas said the agreement was “necessary to reorganise the functioning of the government following Junts’ departure”.

PSC abstention secured through six commitments

According to Girona City Council, the PSC secured six commitments to be developed over the coming months in return for its abstention. Guanyem holds eight councillors and ERC holds three, according to reporting on the agreement.

  • Maximum protection for Parc Jordi Vilamitjana, while seeking alternatives to the planned building development without delaying the Josep Trueta Health Campus project.
  • The transfer of Fontajau land to Spain’s Ministry of Culture for the construction of the new Provincial Historical Archive, in exchange for the former Sant Josep convent building passing into municipal ownership.
  • Work on alternatives to maintain the Cinema Truffaut and the Col·lectiu de Crítics de Cinema’s original-version film programming model.
  • Stronger political and technical monitoring of the cleaning contractor’s obligations, with regular information provided to municipal groups.
  • Preparation of the new city cleaning contract.
  • A monitoring committee involving both sides to oversee the commitments.

Park and cinema among local issues covered

The Parc Jordi Vilamitjana commitment follows a bilateral agreement between the Ajuntament, Girona’s city council, and the Generalitat, Catalonia’s regional government. The reported plan for 400 homes in the south-western green space, 40% of them protected housing, has led to a dispute with local residents that reached the courts.

The agreement also supports reviewing the management model for Cinema Truffaut, a process begun by mayoral decree after the service contract awarded in June.
