Junts and the Partit Nacionalista de Catalunya (PNC), led by Marta Pascal, signed an agreement on Friday 9 October to contest the next electoral cycle together. For voters, the pact means PNC members may appear on Junts lists for the Congress election on 29 November and the municipal elections in May 2027, including an already announced joint ticket in Girona.

The agreement allows dual party membership, meaning members can belong to both Junts and the PNC. It also gives the PNC one representative on Junts’s executive leadership body and two members on its Consell Nacional, the party’s National Council.

Junts secretary-general Jordi Turull and PNC secretary-general Marta Pascal signed the deal on Friday afternoon. El Nacional, which reported the agreement at 17:53, said it also covers future elections to the Parliament of Catalonia and the European Parliament.

Joint lists planned for Congress and local elections

The parties said their objective is to strengthen what they describe as the political centre supporting Catalan self-determination, arguing that this space has become fragmented. The pact does not alter any election date, but it changes how Junts and PNC candidates will be represented on forthcoming ballots.

  • 29 November 2026: election to Spain’s Congress of Deputies.
  • May 2027: municipal elections across Catalonia.
  • Girona: the parties have already agreed a joint municipal candidacy led by Gemma Geis, with former councillor Carles Ribas, from the PNC, in second place.

The Girona candidacy will use the name Junts per Girona – PNC Compromís Municipal, according to El Nacional’s report on the local agreement. Residents voting in Girona in 2027 will therefore find a combined Junts-PNC list rather than separate candidacies from the two parties.


Pascal’s political background

Pascal was elected secretary-general of the PNC in 2020. She had previously been a member of the Catalan Parliament for the CiU coalition in 2013 and for Junts pel Sí in 2015, according to the Parliament of Catalonia’s member record.

The PNC was formed in June 2020 from the El País de Demà platform, which brought together former figures from Convergència Democràtica de Catalunya and the PDeCAT. El Nacional reported that it supported an agreed referendum rather than a unilateral route to Catalan independence.
