Parliament approves resolution for national dialogue
The Catalan Parliament has approved a resolution proposed by the Republican Left of Catalonia (ERC) calling for a broad national agreement to defend democracy and resolve the political conflict. The measure, backed by 80% of MPs, was passed during the General Policy Debate on Thursday 1 October 2026. The resolution urges the establishment of a national convention to foster political, social and civic dialogue, as originally agreed in the 2024 investiture pact between ERC and the Socialists' Party of Catalonia (PSC). That agreement committed both parties to create a parliamentary-led initiative, with ERC chairing an initial steering group, to examine pathways to resolving the long-standing political tensions.
Focus on language, housing and education
Alongside the political dialogue proposal, several other ERC resolutions were approved. These include measures to strengthen the use of Catalan in public life, particularly in healthcare, commerce and emergency services. MPs also backed a proposal to expand Catalan-language reception classrooms in schools and launch a publicly funded supplementary education service across Catalonia, initially funded with €25 million. On housing, the Parliament approved a joint resolution by PSC and ERC to study tax reforms on property transactions. This includes reducing the Property Transfer Tax (ITP) for first-home buyers and increasing taxes on speculative housing purchases. The measure mandates the formation of an expert working group, including the Economy Ministry, to present recommendations within three months.

, Josep Maria Jové, President of ERC's Parliamentary Group Jové reiterated that while the amnesty law is a step forward, it should not be seen as the final solution. "The right to self-determination is essential to any democratic discussion," he said during the debate, urging the government to act on its commitments without delay.
