Session begins at 4:30pm
The President of the Generalitat, Salvador Illa Roca, will open the general policy debate in the Catalan Parliament this Tuesday 29 September 2026 at 4:30pm, according to the parliamentary agenda. The session will take place in the plenary chamber under the presidency of Josep Rull i Andreu. This is the second such debate led by Illa since his investiture as the 133rd president of the Generalitat on 25 August 2025, following a vote in which he secured 68 in favour and 66 against. His government is supported by a coalition of PSC-Units, ERC and Comuns.
Key policy areas to be addressed
Illa is expected to highlight immediate housing measures and public-private collaboration during his opening address. Housing remains a central issue for the government, with ongoing pressure from coalition partners. Esquerra Republicana de Catalunya (ERC) has tied its support for the upcoming budget to progress on special financing, while Comuns has stated that current housing advances are insufficient to begin negotiations. The debate will also cover immigration, language policy and social funding. Over the next two days, parliamentary groups will present their assessments and proposals, with Illa expected to respond individually or collectively.
Resolutions and voting timeline
Following the debate, political groups will have until Wednesday to submit resolution proposals. Under the agreement between the Parliamentary Board and the Spokespersons' Council, up to 22 proposals may be tabled, each with a maximum of three points, all subject to separate voting. Negotiations on potential amendments will be permitted until Thursday at 1pm. Final debates on the resolutions are scheduled for Thursday afternoon, with voting expected to begin after 5:30pm.

Parliamentary participation
All members of the government are expected to attend, including the Minister of Presidency, the Minister of Economy and Finance, the Minister of Interior and Public Security, and other key cabinet members. The full cabinet will sit at the government bench during the proceedings. The parliamentary session is public and will be broadcast live via RTVE's official streaming platform.
