Roses Municipal Council, in Girona, approved a €48.4 million budget for the 2026 financial year, representing a 1.09% increase over 2025. The budget, which includes funds for three municipal companies, will support a range of educational, social, and economic programmes across the town, according to officials.
The approved budget was announced following a municipal plenary session. It covers the budgets of Proder (Municipal Swimming Pool), Rosersa, and Port de Roses, alongside the main council budget. This financial plan aims to strengthen local services and initiatives.
Education Initiatives Receive Funding
The Department of Education in Roses is running several programmes for local students. The “Esport Blau Escolar” (Blue School Sport) programme, for instance, is teaching navigation techniques to 207 primary school students from all schools in the municipality. This project aims to introduce children to sailing and integrate the marine environment into their learning and leisure activities, fitting for a coastal town.
Another initiative, the Study Workshops programme, provides weekly academic support to 80 primary school students. These small group sessions started recently and will continue until June, focusing on active learning for children who need extra help. Additionally, the “Aprenem Jugant” (Learning by Playing) programme offers free artistic, creative, and palaeontology workshops for families with children, running from 25 October to 13 December 2025.
Combating Bullying and Promoting Catalan Language
The Youth Area of Roses, in collaboration with the town's three secondary schools, organised the “Selecció Natural” (Natural Selection) activity in December. This pedagogical project directly addresses school bullying, raising awareness among 2nd-year ESO students about its consequences. Students from all 12 groups at Illa de Roses, Cap Norfeu, and Centre Escolar Empordà institutes participated.
Efforts to promote the Catalan language continue through the Oficina de Català de Roses. The office is seeking volunteers for the “Voluntariat per la llengua” (Volunteering for the Language) programme, a Generalitat de Catalunya initiative to encourage the use of Catalan. Registration for Catalan courses offered by the Consorci per a la Normalització Lingüística (CPNL) opened on 15 September, with a record 40,000 places available across Catalonia for the quarter.
Academic Excellence and Digital Training
The Municipal Theatre of Roses recently hosted the second edition of the Nit de l’Excel·lència Acadèmica (Night of Academic Excellence). This event publicly recognised the efforts and achievements of 14 students from Roses in various educational fields, including ESO, Vocational Training, university entrance exams (PAU), and research projects. The Department of Education organised the gala, which was attended by Mayor Josep Maria Martínez, councillors, students, teachers, and families.
In a move to support local businesses, the Economic Promotion Area is running a new series of free online workshops. These workshops are part of the training plan for digital transition and sustainable tourism, aimed at companies and professionals in the tourism and commercial sectors. The online format helps accessibility and promotes sector digitisation.
Future Plans and Community Engagement
Looking ahead, the Department of Education and Health is undergoing a selection process for a new department head, following a municipal reorganisation of competencies. This change was reported during an extraordinary plenary session on 9 October.
Furthermore, the Pla Educatiu d’Entorn (Local Educational Plan) continues to support community engagement. In July, 16 children and young people participated in a linguistic summer camp, specifically designed for newcomers to Roses to help them learn Catalan, understand their surroundings, and integrate socially and academically. The Estiu Jove (Youth Summer) programme also saw participants enjoy a guided snorkel trip to Cap de Creus Natural Park, an activity supported by the Pla Educatiu d’Entorn to offer leisure with educational value.
