Girona City Council approved its new municipal executive structure, known locally as the cartipàs, at an extraordinary plenary session on Friday 31 July 2026. The decision allows the minority government formed by Guanyem Girona and Esquerra Republicana de Catalunya (ERC) to reorganise its responsibilities after Junts left the executive on 14 July.

The Partit dels Socialistes de Catalunya (PSC) abstained, rather than voting in favour, after reaching an agreement with the governing parties. For residents, the deal includes commitments affecting Parc Jordi Vilamitjana, the future Provincial Historical Archive in Fontajau, Cinema Truffaut, city cleaning and Carrer de la Creu.

Mayor Lluc Salellas described the agreement as necessary to reorganise the government's operation following Junts' departure.

Six commitments attached to the PSC abstention

According to the Ajuntament de Girona announcement, the agreement secured the PSC group's abstention on the new cartipàs. Nació Digital reported that the PSC has eight councillors and was the only opposition group not to criticise the arrangement during the vote.

  • Maximum protection for Parc Jordi Vilamitjana, while seeking alternatives to the planned building capacity without delaying the Josep Trueta Health Campus project.
  • The transfer of Fontajau land by the council so that Spain's Ministry of Culture can build the new Provincial Historical Archive, with the former Sant Josep convent intended to pass into municipal ownership.
  • Work to preserve the programming model of Cinema Truffaut and the Col·lectiu de Crítics de Cinema, following a mayoral decree reviewing its management model after the June contract award.
  • Stronger political and technical monitoring of the cleaning contractor, with periodic information to be provided to municipal groups.
  • Progress on the transformation of Carrer de la Creu.
  • A monitoring commission involving both sides to oversee the commitments.

Junts rejects the arrangement

Gemma Geis, Junts' spokesperson, said her group could not support the new structure. She said Junts had sought to retain the reform of the municipal residents' register and remove a moratorium on bicycle shops as conditions for abstaining.

Salellas said those demands were ideological. The council's agreement with the PSC provides for a joint monitoring commission to follow the six commitments.
