Girona City Council approved a new cartipàs, the municipal government’s structure and allocation of responsibilities, at an extraordinary plenary session on Friday, 31 July. The decision enables the minority administration formed by Guanyem Girona and ERC, the Catalan Republican Left, to reorganise after Junts left the governing coalition.
For Girona residents, the agreement sets the framework under which the city’s 11-member Guanyem-ERC administration will operate. It was approved because the eight councillors of the PSC, the Socialists’ Party of Catalonia, abstained rather than voting against it.
The city government said its agreement with the PSC includes six commitments to be developed over the coming months. A monthly monitoring committee, made up of representatives of the government and the Socialist municipal group, will assess progress, according to the Ajuntament de Girona.
Junts objects to PSC agreement
Junts spokesperson Gemma Geis criticised mayor Lluc Salellas for not reaching an agreement with her group. Junts had said it could abstain if the government retained the reform of the padró, the municipal residents’ register, and withdrew the moratorium on bicycle shops.
“You had the agreement with the PSC clear from the first day,” Geis told Salellas during the session, according to ACN reporting.
Salellas described Junts’ two conditions as “ideological”. He said he would not have wanted the revised structure to require a plenary vote, adding that the session had taken place “not because Guanyem or ERC wanted it”.
The Ajuntament de Girona said the government remains open to agreements with municipal groups on measures it considers best for the city. The monitoring committee agreed with the PSC will meet monthly.
