The Catalan government’s second call for its Public Land Reserve will bring 1,521 protected affordable rental homes to Tarragona province, using 43 newly designated plots. However, nearly half of these homes, 748 across 22 plots, still require a developer, as the Generalitat searches for private or public promoters to carry out construction.

Most of the homes are concentrated in the Camp de Tarragona region, which accounts for 1,004 units on 30 plots. Within this area, Tarragona city leads with 11 plots for 371 protected homes, followed by Cambrils (199), Salou (122) and Reus (104). Other municipalities include Torredembarra, Montblanc, Sarral, L'Espluga de Francolí, Aiguamúrcia and La Selva del Camp.

Of the 30 plots in Camp de Tarragona, only eight have secured developers, delivering 256 homes. The remaining 22, managed directly by the Generalitat, will provide 748 homes once a promoter is appointed.

Regional distribution and ongoing challenges

The Terres de l'Ebre region contributes nine plots for 272 homes, with six plots (109 homes) awaiting a promoter and three (163 homes) already assigned. These are located in Ascó (57), l'Ametlla de Mar (61) and Tortosa (22). Meanwhile, El Vendrell adds four plots with confirmed developers for 245 homes.

Sílvia Paneque, Minister for Territory, Housing and Ecological Transition, stated that the aim of the Public Land Reserve is to rapidly identify available land for building public rental housing. She noted that Catalonia currently accounts for 60% of all protected housing construction in Spain and that annual calls are planned to sustain momentum.

The Government seeks to locate available land to begin building public rental housing as quickly as possible.

This second call forms part of the wider Pla 50.000, which aims to deliver 50,000 affordable homes by 2030. According to data from the Department of Territory, Housing and Ecological Transition, the first round of the reserve gathered over 670 plots with potential for more than 22,000 homes across Catalonia.

Across Catalonia, 310 plots were submitted in 126 municipalities for this round, totalling 11,065 homes. Of these, 192 plots will be managed by the Generalitat to find developers, while 118 already have one in place.
