11,065 Affordable Homes Planned Across Catalonia
The Catalan government has secured 310 plots of land from 126 municipalities for the development of 11,065 protected rental homes, following the closure of the second call for its public land reserve. The Department of Territory, Housing and Ecological Transition announced the figures on Friday, confirming the results of the process opened in March 2026. This initiative forms part of the 50,000 Housing Plan, the Generalitat's strategy to deliver 50,000 protected homes by 2030. Its aim is to identify available land to accelerate the construction of affordable rental housing.
62% of Plots Require Promoter Assignment
Of the 310 plots registered, 192 – or 62% – will require the Generalitat to identify and appoint a developer. The remaining 118 plots already have a designated promoter or will be developed directly by the landowner. A total of 17 public and private promoters have expressed interest in developing 55 of the plots. The metropolitan area of Barcelona leads the allocation with 124 plots designated for 6,482 homes, more than half the total. Other significant contributions come from the Girona region, which has offered 79 plots for 1,420 homes. Smaller allocations include the Camp de Tarragona (30 plots, 1,004 homes), Penedès (24, 1,002), Central Catalonia (20, 369), Ponent (11, 309), Alt Pirineu i Aran (13, 207) and Terres de l’Ebre (9, 272).
Expanding Access and Inclusion
Compared to the first call in late 2025, which gathered 670 plots for over 22,000 homes, this second call expanded eligibility to include buildings requiring rehabilitation and plots previously excluded due to urban planning constraints. The public land reserve serves as an early-stage tool to identify and group available land, determining whether a promoter is already attached or needs to be found. These plots can then feed into future public tenders for housing development. The Generalitat has already begun translating this reserve into concrete actions. In January, it launched a public land concession tender for 1,949 affordable rental homes, divided into four territorial clusters. This established surface rights agreements of up to 75 years on municipal land, with buildings reverting to public ownership after the concession period. In May 2026, a separate call targeted smaller plots, with 59 parcels across 40 municipalities capable of delivering 783 homes. This stream uses individualised tenders to encourage participation from housing cooperatives and self-promoters.
Long-Term Strategy for Social Housing
Sílvia Paneque, Minister of Territory, Housing and Ecological Transition, welcomed the response from municipalities, promoters and local entities, stating the aim is to start building public rental housing 'as quickly as possible'. The Generalitat plans to hold annual calls for the public land reserve to continuously add land to the 50,000 Housing Plan. The ultimate goal is to permanently expand the protected housing stock, in line with the Sectoral Territorial Housing Plan. That plan sets a target of 15% of homes in high-demand municipalities allocated to social policies, and 9% of the total residential stock dedicated to affordable rent.
The objective of these calls is to locate plots that allow us to start building public rental housing with the maximum speed possible.
