Girona City Council has registered two municipal plots in the Generalitat de Catalunya's public land reserve for 79 affordable rental homes, according to reporting by APD Notícies. The Generalitat, Catalonia's regional government, is expected to select a social developer to build the homes rather than the council constructing them itself.

The development would affect prospective affordable-housing tenants in Girona through 54 homes planned in l'Avellaneda and 25 in Pla de Palau - Sant Pau. APD Notícies reported that the registration was completed in July under the 2026 call for the public land reserve.

Two sites for 79 planned rental homes

The larger plot is at 1 Carrer del Castell de Cartellà, in the l'Avellaneda sector beside the C-65 road. It has 4,500 square metres of buildable area and is planned for 54 homes.

The second site is on Carrer de Barcelona, beside the former Simon factory in Pla de Palau - Sant Pau. It could accommodate 25 homes in a building of up to eight storeys, with 1,814.40 square metres of residential floor space.

Generalitat to use surface-rights model

The council intends to ask the Generalitat to choose a social developer through the transfer of surface rights, a legal arrangement allowing a developer to build and use land while ownership remains with the public body. APD Notícies said the model has also been used in Quart.

Sergi Font Domènech, Girona's deputy mayor and councillor for Urban Planning, described the plots as part of the council's Housing Mission, its stated policy objective of increasing housing that residents can afford to rent.

“In one year, two new plots have been created that we can allocate to more social housing. We will seek the fastest formula so that 79 new affordable rental homes can soon be available for the people of Girona. The Housing Mission is this: making a city in which people can live.”

The next formal step reported is for the Generalitat to select the social developer that would undertake construction on the two sites.
