Junts per Catalunya and the PSC will table a joint motion at the next meeting of Lleida City Council, known locally as the Paeria, asking the Generalitat to create an Urban Development Master Plan for Lleida’s Horta.

For the more than 6,000 people living in about 3,000 dispersed homes in the Horta, the proposal seeks a planning framework for properties whose renovation and modernisation are restricted under the current POUM, Lleida’s Municipal Urban Development Plan. The parties say the existing plan cannot regulate these homes because they stand on non-developable land.

According to Junts per Catalunya’s announcement of the motion, the proposed master plan would be a specific instrument intended to provide legal certainty for the area’s housing.

Homes built from the 1960s to the 1980s face planning limits

Junts and the PSC describe the Horta as an established rural and agricultural area surrounding the city, with homes, farmland, heritage and landscape closely linked to Lleida’s history.

The parties state that a significant number of homes pre-date 1956, when the first modern planning legislation was approved, and are legally established. They say many other buildings constructed between the 1960s and 1980s do not have the planning permissions now required.

The Horta previously had up to six rural schools, Junts and the PSC say. Three remain open, including the Partida de Butsènit school, which they say is more than 100 years old.

Earlier parliamentary amendment was not approved

On 25 November 2025, Junts’ parliamentary group submitted amendments during the latest changes to Catalonia’s urban planning law. The party says it proposed allowing consolidated scattered peri-urban housing areas to be organised through special plans.

Junts says the amendment, which it considered relevant to cases such as Lleida’s Horta, was not approved by the Parliament of Catalonia. Its joint motion with the PSC now asks the Generalitat to pursue a dedicated master plan for the area.

Residents of the Horta can follow the proposal through the Paeria’s next plenary meeting, where Junts and the PSC say they will present the motion.
