The Anti-corruption Prosecutor’s Office is investigating possible irregularities in financial assistance and accommodation managed by the former Directorate General for Children and Adolescents (DGAIA) for young people leaving care. The inquiry concerns support affecting former care leavers in Girona, after a protected whistleblower made a complaint about Fundació Resilis, according to ACN.

The Office of the Anti-Fraud of Catalonia, the regional anti-corruption body, has completed one file on checks of financial aid. It found no indications of a crime, but sent its documentation to prosecutors after warning of possible shortcomings in supervision of contracts.

One file closed, accommodation inquiry still open

  • A separate inquiry remains open into alleged “ghost” accommodation places, where a provider may have charged the Generalitat for places that were not occupied.

Anti-Fraud is continuing to examine the accommodation case. Prosecutors must now decide whether the matters amount to administrative irregularities or could constitute criminal offences.

Audit identified €4.7m in improper payments linked to care leavers

The Sindicatura de Comptes, Catalonia’s public audit body, put improper payments across benefit schemes at €167.56 million between 2016 and 2024. Of that total, €4.7 million related to assistance for young people leaving care, ACN reported.

The investigation has not reached a conclusion. If prosecutors identify evidence of an offence, they may refer the matter to a court for a fuller judicial investigation.
