New office to host Tax Agency and rehoused public services
The Generalitat has leased a 6,000-square-metre building on Carrer Cristòbal de Moura in Barcelona’s 22@ district to expand the Catalan Tax Agency (Agència Tributària de Catalunya, ATC). The new site will host the ATC’s territorial office for northern Barcelona and services related to the annual income tax campaign. The move allows the ATC to grow while freeing up space in its current Zona Franca headquarters. That site will be repurposed for other tax agency functions, the government said.
Multi-department relocation supported by nine-year lease
The building will also accommodate displaced units from the Departments of Education and Vocational Training, Research and Universities, and Interior and Public Security. These must relocate due to expiring leases or staff expansion. The lease, signed with Dapire Investments SL, runs for nine years with an option to extend up to three more. The monthly rent is €120,629.58.
The Generalitat chose leasing over property acquisition because relocations are urgent and no public buildings are currently available.
The government cited a minimum five-year timeline for new construction, renovation or purchase projects as a reason for opting for a rental agreement.
Shared space with research and education bodies
The new building will co-locate several agencies, including the Agency for the Quality of the University System of Catalonia (AQU), the Foundation for Research Centres in Catalonia (I-CERCA), and territorial education services previously based in Zona Franca. This consolidation supports the broader rollout of the ATC across Catalonia, which includes opening 15 new offices and 12 shared service points in local government facilities.
