Work Underway on 51 Affordable Homes
Construction work on 51 protected rental housing units in Figueres’ Parc de les Aigües has moved past initial site preparation and is now underway. After the site perimeter was secured in July 2026, the contractor Arcadi Pla began earthworks and foundation work for two new buildings on Carrer Sant Climent Sescebes, near Avinguda Costa Brava. This marks the first protected housing development in Figueres in 16 years.
Funded by Catalan Government and EU
The project is led by the Institut Català del Sòl (INCASÒL), using land it owns. The construction contract was awarded to Arcadi Pla for approximately €9.23 million including VAT, following a public tender that received three bids. The contract was formalised on 21 May 2026. The Catalan government estimates the total investment at around €9.5 million, partially funded by European Next Generation funds.
The inclusion of local firms ensures that part of this public project benefits nearby businesses.
Work is scheduled to take 20 months, with an additional minimum period for administrative processes.
Local Firms Involved in Construction
Several companies from the Alt Empordà region are contributing to the build. Excavacions i Obres Rodà, based in Figueres, is handling earthmoving and civil works. New Tec Molins, from Pont de Molins, is providing concrete structures and construction services. Their involvement supports regional economic participation in the public development.

- Two multi-family buildings with 30 and 21 homes respectively
- 51 protected rental units total
- 26 parking spaces
- Landscaped public areas and site urbanisation
The homes are designated for affordable rent, with priority reportedly aimed at young people, according to prior reporting by El Gerió Digital.
The project follows a 2022 agreement between Figueres council and INCASÒL to build the homes. Final construction permits were granted in September 2024, clearing the way for work to begin.
