207 homes planned across 10 mountain municipalities
The Generalitat has secured 13 public land plots in the Alt Pirineu and Aran regions, enabling the construction of 207 affordable rental homes. The land was offered by local councils as part of the second call for the Public Land Reserve, managed by the Department of Territory, Housing and Ecological Transition.
Sort leads with 39 homes, Vielha to get 60
The municipalities involved are Naut Aran (Val d’Aran), contributing land for 60 homes; Sort (Pallars Sobirà), 39 homes; Tremp (Pallars Jussà), 31; Bolvir (Cerdanya), 30; El Pont de Suert (Alta Ribagorça), 26; and Oliana (Alt Urgell), 10. Smaller developments include two homes in Alt Àneu, three in Baix Pallars, two in Esterri d’Àneu, and four in Esterri de Cardós, all in Pallars Sobirà. In Sort, the project will reuse the structure of the town’s only unfinished residential building, which was acquired in July by the Catalan Land Institute (Incasòl) [S1].

11,065 homes across Catalonia
Across Catalonia, this second call has gathered 310 land plots capable of delivering up to 11,065 public rental homes [S2]. Nearly half are in the Barcelona Metropolitan Area (6,482), followed by Girona (1,420), Camp de Tarragona (1,004), Penedès (1,002), Central Catalonia (369), Lleida (309) and Terres de l’Ebre (272). Of the 310 plots, 192 will be developed directly by the Generalitat through public tenders, while 118 already have assigned promoters. Seventeen public and private developers have expressed interest in 55 plots. The initiative forms part of the 50,000 Housing Plan, aimed at delivering 50,000 protected homes by 2030 [S2]. The Public Land Reserve is a key tool for accelerating affordable housing delivery by mobilising unused public and private land.
