1,276 New Public Rents Planned in Tarragona Province
The province of Tarragona will deliver 1,276 affordable rental homes across 43 publicly owned land plots identified in the second call of Catalonia’s Reserva pública de solares. The initiative, led by the Department of Territory, Housing and Ecological Transition, aims to accelerate delivery of protected housing through unused public land. These 43 plots are part of a wider regional effort that has gathered 310 proposals across 126 municipalities in Catalonia, with potential for 11,065 protected homes under the Pla 50.000. That plan targets 50,000 public or protected homes by 2030.
Camp de Tarragona Leads Regional Output
The Camp de Tarragona comarca will host 30 of the 43 plots, enabling up to 1,004 homes, the highest concentration in the province. Of these, 22 plots will be managed by the Generalitat to find private developers, allowing for 748 homes. The remaining eight plots already have assigned promoters and will deliver 256 homes. In the Terres de l'Ebre region, nine plots will support 272 homes: 109 on six plots managed by the Generalitat and 163 on three plots with pre-selected developers. El Vendrell will contribute four plots, all with developers already assigned, to build 245 protected rental homes.
Two-Thirds of Catalan Plots Rely on Government-Led Developer Search
Across Catalonia, 192 of the 310 submitted plots (62%) will delegate promoter selection to the Generalitat. The remaining 118 (38%) either have developers secured or will be developed directly by the local authority. A total of 17 public and private promoters will develop homes on 55 of the plots. All homes built under this scheme will be rental units, the priority model under the Pla 50.000, though some non-dedicated residential plots may include 75-year surface rights.

She added that annual calls are planned to keep expanding the land reserve.
