Amposta City Council has presented the Technical Office for the Pla de Barris i Viles, the structure that will coordinate the project in the Vila, Grau and Pla d'Empúries neighbourhoods. For residents in those three areas, the office is set to become the main public contact point for updates on works, grants, participation processes and social programmes linked to a 25 million euro investment planned over the next five years.
The presentation took place on Thursday before a residents' assembly for the three neighbourhoods. According to the council, the meeting marks the start of a transformation process that is expected to affect both the physical layout of the area and community services in Amposta.
"It is a long-term project" that will transform Amposta physically and socially over the coming years, mayor Adam Tomàs said, according to the city council.
Where the new office will be and what residents can do there
The Technical Office will have its permanent base at the Caselles del Mercat, in the current Office of Culture and Festivals space. Until that site is adapted, it will begin operating provisionally in the ground floor premises of the Sindicat.
The council said the office will serve as an information and attention point for residents. People will be able to check the status of projects, ask about planned actions, review support lines and follow participation processes tied to the plan.

Staffing and first works planned for 2026
Three of the four planned professionals have already joined the team, the council said. They cover the plan's management, a socio-community technician role and administrative support.
The fourth post, still to be filled, will be a technical specialist in architecture or engineering to support urban works and housing rehabilitation programmes. The council also said it will work with specialist external organisations on housing rehabilitation and socio-community actions.
"The Technical Office will be the coordinating engine of the plan, but above all an open door to residents," councillor for Social Rights and Citizenship Núria Ferré said. She added that citizen participation, social cohesion, inclusion and coexistence are central aims.
The first actions under the plan are due to begin rolling out during 2026. This week, the full council approved a 3.5 million euro loan operation that includes a budget line to finance the first phase of investments, valued at more than 2 million euro, according to the city council.

Social spending and what happens next for local residents
Alongside urban works, the plan also includes social and community investment. In this first phase, the council said it will allocate around 250,000 euro to programmes for young people in vulnerable situations, actions against child poverty, initiatives to tackle unwanted loneliness, a community workshop and an entities hotel, among other measures.
