Amposta council in Catalonia is due to vote on Monday, 29 June, on a long-term loan of €3.547 million to help fund a package of municipal investment projects worth about €8 million. The plan covers street resurfacing, green spaces, schools, sports facilities, security cameras, the municipal animal shelter and the first works linked to the Pla de Barris neighbourhood renewal programme.

The same plenary session will also consider a separate €102,000 budget modification. Of that amount, €26,000 would go towards completing the final phase of asphalt works on avinguda Santa Bàrbara, after the town hall said higher material costs increased the bill between the project being drawn up and its tender process.

According to Amposta Town Hall, the budget had initially included a €4 million borrowing operation. The council says €1.2 million from budget surplus has allowed the planned loan to be reduced to €3.5 million, while increasing investment funded through municipal resources to €4.8 million.

Mayor Adam Tomàs said the borrowing would be split into two lots to encourage competition between financial institutions. The town hall also said municipal debt currently stands at 36%, compared with 64% when the current governing team took office.

The investment list includes €1.369 million for streets and public roads, €200,000 for a first phase of improvements at the municipal animal shelter, and €890,941 for the first actions under the Pla de Barris. Other planned spending includes green spaces, schools, sports facilities and security cameras. The town hall said roadworks would prioritise streets where underground services have recently been renewed or where surfaces are in the worst condition.

The package also forms part of a wider Pla de Barris plan. Amposta has said the Catalan government backed scheme carries a €15 million subsidy as part of a broader €25 million investment plan over the next eight years. The town hall says about €3 million in associated subsidies would be added to the €4.8 million financed through borrowing and surplus, bringing the total volume of works to around €8 million.

The plenary agenda also includes two motions. Esquerra d'Amposta will present a motion backing the proposed Terres de l'Ebre tram-train, a light rail system linking Roquetes, Tortosa, Amposta, la Ràpita and Alcanar. Junts per Amposta will present a motion calling for improvements to the Val de Zafán greenway cycle lane where it passes through Amposta.
