Salou's municipal council approved a 4% pay rise for its staff and several significant service contracts during its ordinary plenary session on 29 April 2026. The decisions, made in Salou, affect internal services, economic management, and local territory planning.
The session started with the approval of the minutes from the 25 March 2026 meeting and a review of mayoral decrees issued between numbers 1283 and 1968. Council members then moved to discuss a range of proposals.
Internal Service Enhancements
Among the key approvals was a 4% salary increase for specific and other complements for civil servants, contract staff, and temporary employees of the council. This increase is retroactive from 1 January 2026. Seventeen councillors voted in favour, with only the Vox municipal group abstaining.
The council also approved a modification to the annex of the Salou Municipal Tourism Board's agreement. This passed with votes from Sumem per Salou-PSC, ERC, and Sempre Salou, while other municipal groups voted against it. Additionally, the council unanimously authorised private activity accounting for Mr. S. M. P.
A modification to the position of cultural and tourism services advisor, a trusted or special advisory role, also received approval from the municipal government, with opposition groups voting against it. The council also ratified a decree from 10 April 2026, concerning appearance and representation before the Supreme Court. This passed with support from Sumem per Salou-PSC, ERC, and Sempre Salou, and abstentions from opposition groups.
Public Works and Safety
Another significant approval was the administrative file for contracting services for the conservation, maintenance, and comprehensive cleaning of Salou's municipal parks, gardens, green areas, and street trees. This covered lots 1 and 3 of the tender. The proposal passed with votes from Sumem per Salou-PSC, ERC, and Sempre Salou, and abstentions from PP, Vox, and USAP.
The internal services section concluded with two unanimous approvals: the Salou City Council's Local Road Safety Plan and a collaboration agreement on practical safe mobility education between the Catalan Traffic Service and Salou City Council.
Economic and Territorial Decisions
In economic services, the council acknowledged the settlement of the general budget for the 2025 financial year by assent. They also approved the incorporation of remnants from the previous year and the first credit modification for the 2026 budget. This passed with votes from Sumem per Salou-PSC, ERC, and Sempre Salou, and negative votes from PP, Vox, and USAP.
The territory section focused on a single point: the approval of Salou's Local Housing Plan, drafted by Territoris XLM, SCP. This plan was approved by the municipal government, with opposition groups abstaining.
Community Services and Motions
Finally, in services for people, the council approved a collaboration agreement between the Tarragonès Regional Council and Salou City Council. This agreement will provide adapted transport services and a pool of translators.
During the session, two motions presented by the USAP and Vox municipal groups were debated but did not receive enough support to pass. The plenary session ended with a round of requests and questions.
