The agreements for 2025 include nine initiatives in welfare and social services. These involve partnerships with the Onada Private Foundation to help people with disabilities and mental health issues find employment, and with Agbar, S.A.U. The council also signed an addendum to the 2022-2025 programme contract with the Department of Social Rights and Inclusion, focusing on social services coordination.
Support for vulnerable families is a key area, with agreements made with the local Red Cross office in Tarragona for prepaid food cards. Similar collaborations with Salou's Interparochial Caritas and the Eluzai Social Assistance Association provide direct social action subsidies and implement extraordinary measures related to food acquisition and social impact.

In youth and education, Salou Council signed two agreements for 2025. The URV and Salou Council extended their agreement for Salou to host a branch of the URV's extended campus, with a specific addendum for 2024.
Other educational agreements include a collaboration with Institut Jaume I de Salou for the social use of the educational centre's sports facilities. The Catalan Government and Salou Council also agreed on the delegation of competencies for pre-registration and admission of children in the first cycle of early childhood education. Further agreements with the Catalan Government support training and insertion programmes and specific complementary activities for compulsory secondary education.
