The president of Junts per Barcelona, Jordi Martí, has demanded that the city government led by the PSC immediately sign a new coordination agreement between the Mossos d'Esquadra and the Guardia Urbana. The current framework, dating from 2005, is outdated and no longer meets the city's security needs, Martí said.

The updated agreement was approved by Barcelona City Council in July 2026 and has since received backing from the bilateral commission between the Generalitat and the city council, according to official communications. Despite this progress, the final signing has not taken place.

New measures aim to improve public access

These changes are intended to streamline operations and improve public service, with the new emergency management centre expected to begin construction at the start of 2027, as confirmed by Barcelona City Council’s public repository.

The city needs the signing of this agreement. When the PSC controls all institutions, things don’t move faster because there’s no urgency.

Martí criticised the delay as “negligence”, noting that the PSC governs both the city and the regional government yet has failed to expedite the process. He argued that the political comfort of holding both powers has come at the expense of effective public safety coordination.

Residents and businesses in Barcelona stand to benefit from faster, more integrated police responses once the agreement is formalised. The current lack of alignment between forces can lead to delays in reporting and investigation, particularly in cross-jurisdictional cases.

Citizens can currently file complaints with the Guardia Urbana via the city council’s official portal, but the new framework would allow any officer to process any report, regardless of which body holds authority.
