Granollers presented a new protocol on Tuesday, 12 May 2026, designed to address discrimination in social and community settings caused by LGBTI-phobia. This document is part of Law 13/2025, passed on 29 December, concerning the rights of LGBTI people and the eradication of LGBTI-phobia in Catalonia.

The protocol aims to provide an effective, coordinated, and immediate response to situations where rights are violated due to sexual orientation, gender identity, or gender expression. It outlines communication channels, registration and follow-up mechanisms, and intervention criteria. These measures ensure confidentiality, data protection, and person-centred care, guaranteeing swift action by the administration with an intersectional perspective, considering other forms of discrimination a victim might face.

The document applies to all public spaces, municipal facilities, and services within the city, including leisure areas, public streets, and neighbourhood living spaces. Its implementation requires coordination across various municipal departments.

Granollers' Commitment to LGBTI+ Rights

This initiative is part of the actions outlined in the Second Local Plan for Sexual and Gender Diversity (2026-2031), which the municipal plenary approved in November 2025. The presentation event also marked the International Day Against LGBTI-phobia, observed on 17 May, and included the latest data on the situation of LGBTI+ people in Catalonia, the Vallès Oriental region, and Granollers, alongside information about the city's LGBTI+ Comprehensive Care Services (SAI).

Granollers City Council has been working for over a decade to develop public policies on sexual and gender diversity. This commitment began in 2015 when these policies were included in the Municipal Action Plan (PAM 2015-2019). It was further strengthened in 2017 with the city's adherence to the Network of LGBTI Municipalities of Catalonia.

In 2018, the municipal LGBTI+ Comprehensive Care Service (SAI) Point was launched. This space serves LGBTI individuals, their families, and anyone interested in learning about sexual and gender diversity. The First Local Plan for Sexual and Gender Diversity was approved in 2020, and the municipal plenary gave the green light to the second plan in 2025, setting strategic directions until 2031.

Expanding Support Services

In January 2025, the operating hours of the LGBTI+ Point were increased, making it more accessible and transforming it into a full care service. Local services offer an open, accessible support space that responds immediately to people's needs. In December 2025, the Parliament of Catalonia approved Law 13/2025 on the rights of LGBTI people and the eradication of LGBTI-phobia. This law updates the previous regulatory framework to ensure equal treatment, non-discrimination, and the free self-determination of gender identity and expression in all areas of life.

The law includes various measures, such as strengthening comprehensive support and care services. It provides for Comprehensive Care Services in municipalities with over 50,000 inhabitants and care points in those with over 20,000 inhabitants. Municipal LGBTI+ policies are critical for guaranteeing human rights in daily life, promoting coexistence, and ensuring the exercise of individual and collective freedoms. These policies focus on prevention, care, and social cohesion, aiming to eradicate structural inequalities that cause discrimination.

The services provided include psychosocial interventions, accompaniment, educational support, or mediation. They also offer access to supralocal resources like the Catalan SAI Network, advice and care from a specialised technician, and legal and psychological counselling.
