State support confirmed despite local consultation

Xavier Guitart Cano, the territorial delegate of the Catalan government in Girona, has reaffirmed the Generalitat's commitment to advancing the proposed cable car project between Setcases and the Vallter 2000 ski resort. Speaking publicly, Guitart stated that the infrastructure is a regional matter affecting the entire vegueria of Girona, not just the municipality of Setcases. The delegate emphasised that any local consultation organised by the town council would not be binding, as the project’s impact extends beyond municipal boundaries. "The cable car is a territorial issue, and a consultation cannot be binding in any case. Therefore, the Generalitat will continue to back moving this project forward," he said.

Project enters decisive administrative phase

The cable car, promoted by Ferrocarrils de la Generalitat de Catalunya (FGC), is designed to reduce car traffic to the ski station by providing a direct, electric-powered link from Setcases to the heart of the Vallter slopes. According to reporting from Nevasport on 3 September 2026, the project has now entered a critical administrative stage. A declaration of territorial interest was approved by the Setcases town council in May 2026 and later ratified by the Territorial Commission on 9 June 2026, paving the way for further development. FGC is expected to submit the urbanisation plan for Closes del Pont Nou, the site of the cable car’s lower terminal, parking facilities, and a proposed social housing development, in the coming days.

The cable car is a territorial issue, and a consultation cannot be binding in any case.

A legal challenge has been filed in Girona by the platform Defensem Ulldeter, supported by Ecologistas en Acción, contesting the procedural legitimacy of the council’s approval. The group claims the declaration of territorial interest lacked sufficient information and alleges some councillors were "used in an interested manner." The challenge is currently under administrative review. Despite the opposition, the Generalitat maintains that the project aligns with broader environmental and mobility goals, including the use of 100% renewable energy for operations. The Delegation of the Government in Girona, which serves the comarques of Alt Empordà, Baix Empordà, Garrotxa, Gironès, Pla de l'Estany, Ripollès and La Selva, continues to coordinate policy implementation and monitor progress on cross-territorial infrastructure.
