El Vendrell Council has detailed the extensive range of public services and municipal functions available to its residents, according to information published on 1 January 2019. These services span cultural activities, educational programmes, and urban planning initiatives, all designed to support the local community.

The council manages a broad spectrum of activities, from cultural events, museums, and exhibitions to theatre and music programmes. It also oversees the planning, management, and coordination of all educational activities within the municipality, including school transport. Key local events like the Three Kings' Day, Carnival, Primavera Vendrellenca, and the Baix Penedès Pilgrimage are also organised by the council.

Residents can use an open line to submit concerns, suggestions, complaints, and proposals, encouraging active participation in local governance. Urban planning is supported by current regulations, with links provided for processing building and planning licences, as well as Cadastre procedures.

Urban and Environmental Management

Essential urban services include cleaning, street lighting, water supply, and the maintenance of parks and gardens. The council also manages municipal transport. Efforts are made to promote sustainable mobility through walking and cycling initiatives, public transport, and parking management, guided by an Urban Mobility Plan.

Environmental management covers waste management, Agenda 21 initiatives, pest control, and the upkeep of local paths and recreational areas. Pet services are also included. For sports enthusiasts, the council provides facilities, activities, and support for sports organisations, promoting physical activity for all ages, including programmes like 'Sport in Schools' and 'Seniors on the Move'.

Tourism is a significant focus, with services related to beaches, thermal spas, accommodation, routes, and gastronomy. The Masia Blanca Marine Reserve and various leisure activities are also promoted. Administrative functions include council meetings, government board activities, business licences, cemetery management, and population registration.

Community and Social Support

Public safety is handled by the local police, who manage mobility, prevention campaigns, and provide security advice. They also operate a lost property service. Community facilities include civic centres, a Youth Information Point, children's leisure services, and an Òmnia Point, offering courses and promoting participation.

Basic social services are provided for seniors, people with dependency, and those with disabilities. Socio-educational intervention services and support for victims of gender violence are also available, alongside a first reception service. The council uses new technologies, offering a citizen's folder and a Wimax network.

Programmes for seniors aim to improve their quality of life and personal autonomy through dedicated spaces, activities, and resources. Health promotion and protection actions are also in place, with information on health facilities, training activities, and on-call pharmacies. The Employment Service offers a job exchange, training, and professional guidance, while the Business Space supports entrepreneurial culture.

Housing and Economic Services

The council works on a Coexistence and Civility Plan, social cohesion programmes, and information campaigns. Housing support includes a Youth Housing Exchange, aid for buying and renting, and mediation between owners and tenants, as well as managing protected housing. Financial management covers tax administration, collection, legal services, fees, economic management, and budgeting.

Infrastructure maintenance includes urban furniture, pavements, signage, traffic changes, public road occupation, and street closures. Linguistic advice, corrections, publications, and Catalan courses for adults are also offered. General municipal information, procedures, and management are handled through the General Register of documents, the 010 telephone line, and the Single Window service, which also issues the idCAT Digital Certificate. The council also provides information, attention, mediation, and support for associations, alongside managing the legalisation of commercial establishments, municipal market stalls, and terrace licences.
