€65 million set aside for long-term projects
The Plenary of the Diputació de Tarragona has approved reserving €65 million to guarantee the future execution of strategic projects initiated during the current mandate. The decision, taken unanimously on Friday 02 October 2026, designates the funds specifically for initiatives under the Pla d'Espais and the Pla de Transició Energètica. These resources will support ongoing and upcoming works including the new operational headquarters of the Diputació at Plaça Imperial Tàrraco in Tarragona, the expansion of the School and Conservatory of Music at the Tabacalera building in Tarragona, and a new auditorium in Reus. Other beneficiaries include the Centre d'Educació Especial Alba and the relocation of the Museu d'Art Modern de Tarragona (MAMT) to the Palau de la Diputació.
Funding from surplus reserves
This measure is another example of the Diputació’s planning effort and rigour, ensuring these large-scale projects can be carried out.
, Noemí Llauradó, President of the Diputació de Tarragona The €65 million comes from liquid treasury surpluses from the previous fiscal year. Instead of incorporating this amount into the current budget via a credit modification, the plenary approved an agreement of non-availability to ring-fence the funds. This action aligns with the Plan Econòmic i Financer 2025 (PEF25) established by the Generalitat de Catalunya and allows the Diputació to move away from financial oversight by the regional government due to past spending rule breaches.
Music school in Vila-seca to receive €1.04M
The session also ratified a collaboration agreement between the Diputació and Vila-seca Town Council to ensure continuity of music education at the Escola i Conservatori de Música de Vila-seca. The new deal allocates €1.04 million to finance the institution, continuing a partnership that dates back to 1987. The aim is to maintain educational quality and territorial coherence within Tarragona’s music teaching network. Currently, 337 students attend the school, over 60% of whom come from outside Vila-seca, including towns such as Reus, Tarragona, Cambrils, Salou, Valls and Montblanc.
Road safety upgrades approved for Bonastre–Albinyana route
Final approval was given to the project for targeted safety and drainage improvements on the municipal road linking Bonastre and Albinyana (T-4233), which will join the provincial road network once construction begins. The project has a budget of €1.1 million. Work will include measures to safely accommodate motor vehicles, bicycles and pedestrians; improved gutters and drainage systems; installation of speed reducers; new signage; and upgraded safety barriers designed to blend into the landscape. Additional actions include rebuilding dry stone and retaining walls, improving the urban stretch in Albinyana, marking access to the PEIN-protected Massís de Bonastre area, and constructing an observation viewpoint.
