In Deltebre, in the Ebro Delta, the council has filed a legal challenge against the Spanish Ministry for Ecological Transition’s new coastal demarcation plan. The appeal was lodged with the High Court of Justice of Catalonia.

The council says the move is meant to defend the future of the municipality. Local officials said the action reflects “the clear and firm will to defend the future of the municipal area of Deltebre with all the institutional, technical, and legal tools at our disposal.”

The new demarcation plan, known as atermenament in Catalan, defines the public maritime-terrestrial domain. That can affect private property and land use along the coast.

Deltebre’s case adds to long-running tensions between local authorities and the central government over coastal management and environmental protection in the Ebro Delta.

The dispute is part of a wider debate in Catalonia over how to balance legal coastal boundaries, local land use, and the protection of vulnerable shoreline areas. For more local coverage, see our news page.
