Education unions and the Catalan Department of Education ended a three-hour meeting in Barcelona on Wednesday, 27 May 2026, without reaching agreement on salary proposals. They are due to meet again on Thursday at 12pm.

Unions have kept their call for a strike on Thursday. The Catalan government has also criticised the unions after road closures during Wednesday’s action.

During the meeting, the department proposed spreading a €200 payment, which forms part of a March agreement with CCOO and UGT, over three years instead of four. It also proposed a linear supplement for all teachers of €46.90 in 2026, followed by a €75 increase in 2029. The department said this would amount to a total salary increase of €355 per teacher over four years.

Unions including USTEC, CGT and Professors de Secundària are seeking a higher rise, with a minimum of €400. They have also asked for any new proposal to be written down, possibly as an annex to the March agreement.

The talks have also highlighted a split between the striking unions, USTEC, CGT and Professors de Secundària, and the unions that signed the March agreement, CCOO and UGT. The different positions have added pressure ahead of Thursday’s meeting.

The outcome of that meeting will be key to whether the dispute is settled or whether further industrial action goes ahead. The dispute affects thousands of teachers across Catalonia and has wider implications for the education system.
