Barcelona is the focus of a new training programme from the Barcelona Provincial Council, which is helping local police officers across the province strengthen their civil protection skills and emergency response knowledge.
The sessions are aimed at officers from local police forces in the Barcelona counties, including superior, intermediate and executive ranks. They cover PCOM, the Municipal Operational Civil Protection tools used to manage emergencies and drills, as well as DUPROCIM, the Municipal Single Civil Protection Document, and SITMUN, the Municipal Territorial Information System.
The first session took place on Friday, 29 May 2026, with more sessions scheduled for 3, 10 and 17 June. The programme combines theory with practical work, including a risk management drill.
Joan Miquel Capell from the Barcelona Provincial Council Security Office is leading the training, alongside Esther Morancho, Ester Puigbarraca and Francesc Morell from the Office of Regulated Activities and Civil Protection Programmes. The company Tisaire i Associats Consultors is also taking part.
Gemma Badia Cequier, deputy for Urban Planning, Housing and Urban Regeneration, said the training is important because local authorities face risks from both natural disasters and human-caused incidents. She said clear action plans and proper resources are key to protecting affected people.
Badia Cequier also stressed the need for coordination between local councils and operational security forces. The council says the work supports several United Nations Sustainable Development Goals, including SDG 3, Good Health and Well-being, SDG 11, Sustainable Cities and Communities, and SDG 16, Peace, Justice and Strong Institutions.
