Barcelona City Council has reopened a grant programme offering up to €70,000 for residents to open windows or balconies on visible party walls. The initiative, announced in the Butlletí Oficial de la Província de Barcelona (BOPB) on 23 February 2026, aims to improve urban aesthetics and energy efficiency across the city.

The programme specifically targets the rehabilitation of party walls visible from public spaces. To qualify, projects must include thermal insulation and an architectural integration plan, according to the official text. Simple painting or covering will not be enough; the goal is to transform these blind walls into proper facades that enhance energy performance and blend with the surroundings.

The financial incentive is substantial. Projects that include new openings, such as windows, balcony doors, balconies, or ground-floor openings, with a minimum total surface area of 4 m², can receive 50% of the cost, up to a maximum of €70,000. For simpler interventions that only involve architectural integration and thermal insulation without new openings, the grant covers 30% of the cost, with a maximum of €30,000. This significant difference is designed to encourage more ambitious renovation works.

Enhancing Facades and Sustainability

Barcelona wants these party walls to look like genuine facades. The call for applications requires finishes using facade materials, with compositions, colours, and materials that integrate with both the surrounding area and the building itself. A key restriction is that if windows or balcony doors are opened, wood or recycled aluminium will be prioritised, and PVC cannot be used. This technical detail could influence the choice of carpenter for many projects.

The programme also includes cumulative increases that can push the grant limit beyond the initial €70,000. Incorporating a photovoltaic installation adds an extra 10% to the grant and an additional €10,000 to the cap. For large party walls, defined as non-divisible intervention surfaces exceeding 450 m², the cap increases by another €20,000. Opting for thermal insulation that allows water vapour diffusion, such as wood fibre, cork, or rock wool, also applies an extra 10% grant and an additional €10,000 to the cap.

Application Deadlines and Eligibility

Residents interested in applying should note key dates. The deadline for submitting the technical report application is 16 November 2026. Following this, the final date to notify the start of works is 31 March 2027. There is also a minimum expenditure requirement of €1,000 per application for it to be considered.

The eligibility criteria are broad. Owners, tenants, or usufructuaries of existing buildings or plots, whether individuals or private legal entities, can apply. However, for collective residential buildings, the actions must have the agreement of the community of owners. Without a community meeting and official minutes, no application will be valid, according to the Diputació de Barcelona, which published the information in the BOPB.
