Solar Initiative to Support 177 Households

The Ajuntament de Tortosa will establish a municipal energy community in the Reguers and Vinallop districts by installing photovoltaic panels on multiple public buildings. The project, backed by a budgetary agreement between the ruling coalition of Movem Tortosa-PSC, Esquerra, and the CUP, aims to generate up to 175 kW of electricity for local use. This initiative will allow up to 177 families across both areas to access locally produced renewable energy. The council will fully fund, install, manage, and maintain the solar installations, removing financial barriers for residents and enabling broad participation. A portion of the generated power will be offered to residents through a public call, with priority given to vulnerable households. The remainder will supply municipal facilities, reducing operational costs and dependence on volatile energy markets.

Project Details by District

In the Reguers district, an investment of approximately €160,062 will cover solar panel installation on the roofs of the school, nursery, municipal office, summer sports court, and sports area. This setup will have a capacity of 75 kW and could involve up to 77 families. Vinallop will receive a larger installation, with 100 kW capacity planned for the roof of its sports hall. The estimated cost is €163,080, and around 100 households are expected to benefit.

Under this model, the city council retains full ownership and control of the infrastructure. Alberich stressed that reserved shares will be available for those in vulnerable situations, offering more stable and affordable energy access while advancing energy sovereignty at the community level.

Local Leaders Express Support

Josep Lluís Borràs, deputy mayor of the Reguers, welcomed the initiative: "We hope this ambitious project can be consolidated, as it represents a great opportunity for the Reguers." Mateu Vidiella, deputy mayor of Vinallop, added: "This is a project that will benefit residents’ wallets, it’s one that should have been done years ago." Residents are encouraged to attend upcoming informational sessions to learn how they can participate once the public application process opens.
