The Generalitat is seeking to preserve the planned transfer of the R1 Rodalies commuter rail service this October, despite the early Spanish general election scheduled for 29 November. For R1 commuters, the immediate consequence is that the Catalan government says the planned handover has not automatically been shelved with other measures affected by the election.

Sílvia Paneque, the Catalan minister for Territory, Housing and Ecological Transition and the government’s spokesperson, said on Tuesday that completing the transfer was still possible. The R1 is part of Rodalies, Catalonia’s commuter rail network.

“It can be done,” Paneque said of the R1 transfer.

Generalitat says no Congress vote is needed

According to the Generalitat’s assessment, the R1 handover does not require processing or a vote in Spain’s Congress, unlike other commitments that will lapse following the election call. Paneque said the valuation of the assets involved had already been completed and that Pedro Sánchez’s government had mechanisms to secure the transfer.

The source does not give a specific date in October for formalising the handover. It remains a stated objective of Salvador Illa’s Catalan government rather than a completed transfer.

Financing and state-loan measures affected

Paneque said the election had created difficulties for the Catalan legislature because matters requiring approval by Congress would fall. These include a proposed new regional financing model and the planned cancellation of debt from the FLA, Spain’s state liquidity fund for regional governments.
