Tarragona City Council is set to provisionally approve the new Nàstic neighbourhood urban plan, technically known as PMU-34, at its plenary session on Friday, 15 May. This approval will give initial clearance to the consolidated text for a long-awaited development sector around the Nou Estadi.
The municipal Urban Planning services have issued a “favourable” report on the plan, subject to conditions from various sectoral and municipal reports. This follows an expediente that began over four years ago. The final decision, however, rests with the Comissió Territorial d’Urbanisme del Camp de Tarragona, a regional body.
This regional commission will determine if the plan is acceptable, allowing for the progression of urbanisation and reparcelling projects, or if amendments are needed. A key point of contention is the percentage of public housing required for the sector.
Public Housing Quota in Question
The current plan reserves 30% of the 525 new homes for public housing. However, the Pla Sectorial de l’Habitatge de Catalunya, approved after PMU-34's initiation, mandates a higher percentage for municipalities with strained rental markets, such as Tarragona.
For sectors affecting consolidated urban land, like this one, the public housing quota increased to 40%. This could mean an increase from 162 protected homes to approximately 210, potentially impacting the project's economic expectations.
Green Space and Commercial Area Included
The PMU-34 plan covers an area of 124,000 square metres, located between the Via Augusta roundabout and the Nou Estadi. It includes a large green zone and a commercial area near the Via Augusta roundabout.
Another agreement within the text to be voted on in May's ordinary plenary session concerns the incorporation of this area into the Trama Urbana Consolidada (TUC), or Consolidated Urban Fabric. The Generalitat's Directorate General of Commerce will make the final decision on this aspect.
