Solsonès, in central Catalonia, is working to complete the integration of Biosca and Torà by the end of 2027. The two municipalities moved from Segarra to Solsonès in June 2023, taking the comarca to 17 municipalities, but some administrative and service changes are still pending.

The main outstanding issues are in Torà, according to local officials. These include the full transfer of waste management and social services, which still involve the Segarra Regional Council. Water management problems and a planned wastewater treatment plant are also on the agenda, although that project is handled by the Catalan Water Agency, the ACA.

Officials say the full transfer of services for Torà should be completed by late 2027. The move responds to a long-standing request from residents of Biosca and Torà, who said their links were stronger with Solsonès than with Segarra. Biosca and some farmhouses in Torà were already part of the Solsonès Water Supply Association and the Central Catalonia Health Region.

The territorial change was made without a public consultation. The aim of the expansion is to bring administrative boundaries closer to the service networks and community ties already in place.
