Wave of Departures Reshapes Parliamentary Line-up
The Parliament of Catalonia currently has 135 seats, but the composition has shifted repeatedly since the 2024 elections. More than a dozen deputies have resigned or stepped down for various reasons, leading to replacements from their respective party lists. According to the official parliamentary historical record, changes are formalised through official notices published in the Parliamentary Official Bulletin (BOPC). When an MP resigns, the next candidate on the electoral list for their province typically takes the seat.
Key Departures and Replacements
Anna Navarro, the number two on Carles Puigdemont’s Junts list in the 2024 elections, resigned her seat on 19 September 2024. A Silicon Valley entrepreneur and recipient of the Creu de Sant Jordi, Navarro cited "personal and professional reasons" for her departure. Lourdes Ciuró, a former minister, is next in line, though her confirmation has not yet been formalised. Tània Verge, a former minister and academic, left her seat on 1 February 2026. She had joined ERC ahead of the 2024 elections after serving in the government as an independent. Her resignation was confirmed by multiple outlets including El Periódico and ABC. She has returned to academia and activism. Alba Camps, a prominent internal critic of ERC leadership, replaced Verge in the chamber. Ruben Wagensberg, a non-militant who ran on ERC’s lists and served as Fourth Secretary of the Parliamentary Board from 2021 to 2024, resigned in September 2025. He cited a return to human rights activism. Wagensberg had previously moved to Switzerland during the investigation into the 'Tsunami Democràtic' case, which was archived in July 2024. His seat went to Oriol López, the party’s deputy secretary general. Jaume Giró, former Economy Minister and post-convergent figure, left his seat in September 2025, citing political differences. He formally left Junts a week later. Laura Martínez, former mayor of Vilassar de Mar, replaced him. Laia Estrada, a member of the CUP, stepped down on 8 September 2025, citing political disagreements. Her resignation coincided with the party’s internal restructuring process. She was replaced by Xavier Pellicer Pareja. Laura Vilagrà, former deputy president of the Government, announced in December 2024 she would not return to Parliament. David Saldoni, also from Junts, stepped down in May 2025, stating he was moving to Bogotá for a new life. Ramon Abad, number two on Aliança Catalana’s list, resigned for health reasons. Within the governing PSC, Raúl Moreno, Pol Gibert, and Víctor Puga left after accepting executive roles, triggering incompatibility rules.
"When a deputy leaves, the next on the list takes over – that’s how the system works," said a parliamentary official familiar with the process.
The turnover reflects a mix of personal decisions, political realignments, and institutional incompatibilities. As the legislature passes its midpoint, the reshuffling continues to influence the chamber’s dynamics.
