Today's council meeting covers fiscal, urban and social issues
The Sant Cugat Municipal Council is holding its ordinary session today, Friday 25 September 2026, starting at 9am. The meeting will address 27 agenda items, with key proposals on adjustments to the municipal property tax (IBI) and the waste management fee for 2027. Proposed tax adjustments to reflect inflation and EU rules
The council will consider provisional approval of amendments to the municipal fiscal ordinances for 2027. These include updating the IBI by 2.4% to align with inflation figures, as confirmed in the final approval of the 2026 budget and fiscal ordinances on 24 December 2025. Under the proposed changes to the waste management tax, the fee will increase by 26% to meet EU requirements that the cost of waste collection must be fully recovered. The charge will be applied progressively based on cadastral value and passed on to property owners. Bonuses for using recycling centres will rise from 5% to 10%, with a 1% reduction in tax for each documented visit. Private parking spaces will be exempt from the waste tax starting in 2026, while industrial parking spaces will now be treated the same as residential ones.
Urban and infrastructure proposals on the agenda
The meeting includes a proposal for a partial amendment to the Metropolitan General Plan affecting Carrer de l'Andana, 1-3, and changes to land-use planning around Rambla Rivera to define public open spaces in a discontinuous urban area. Other urban matters include improvements to school cycling routes and new tree planting in the Mira-sol, Volpelleres and Centre neighbourhoods. The council will also consider the contract for managing wastewater treatment facilities and extensions related to private sewer connections. A dispute over the awarding of electric vehicle charging stations, with Endesa Mobility challenging the allocation of lot 1, will also be discussed.
Political groups to present motions on education, Collserola and security
Several political motions are scheduled. CUP and En Comú Podem will jointly propose measures for the safe reopening of the Collserola Natural Park, currently restricted due to African swine fever. The Popular Party (PP) and Vox will separately present motions supporting Ceuta and defending Spain’s territorial integrity. The PP will also propose tax incentives for local businesses with negative net income, while Vox will call for enhanced biosecurity measures. Junts will table a motion addressing challenges in Catalonia’s education system and calling for accountability from the Generalitat. ERC will present a motion condemning recent attacks on 'purple points', safe spaces for women, and reaffirming the city’s commitment to preventing gender-based violence. A final institutional motion calls for the construction of two roundabouts: one at the junction of the Rubí road and Avinguda dels Països Catalans, and another at Avinguda de Gràcia and Llaceres.
