Sant Adrià de Besòs council has sent the Inditex campus plan to the Generalitat for review, with the waterfront scheme still awaiting final approval.

For residents, shoppers and nearby businesses, the next key step is the Generalitat decision, because the project would change the Alcampo site, the seafront and access roads. The council says the plan is due to go before the Generalitat’s urban planning commission on 3 July.

What the plan would change

According to the council, the campus would bring Massimo Dutti, Bershka, Oysho and Lefties to the current Alcampo site. Alcampo would move to a plot across the street, and Inditex expects to open part of the campus by 2028 and finish the project by 2030.

The council also says Inditex and Alcampo would pay the €9.17 million cost of remodelling Avenida de la Platja and nearby areas, and would cover decontamination work on land affected by waste from the former Ugímica fertiliser factory, a cost first estimated at €5.36 million.

What still needs sign-off

According to the council, the Ministry for Ecological Transition’s Directorate General of Coast and Sea asked for more documentation so the buildings do not form a visual wall or block coastal views under the Coastal Law. In plain terms, the state coastal authority wants the design adjusted before it gives its view.

The plan also leaves open what happens to the listed chimney from the former Celo glass factory, which stands at one end of the Alcampo car park. The council says it would be moved to a site not yet decided, while PSC backs the move and ERC and Sant Adrià en Comú oppose it.

What readers should watch

The immediate next step is the Generalitat planning commission meeting on 3 July, followed by the heritage decision on the chimney. Readers who live, work or shop in Sant Adrià de Besòs should watch the council agenda and Generalitat notices for any change to the timetable or the project design.
