Salou City Council, in Tarragona province, has detailed the future development of the Eix Cívic (Civic Axis), a key urban transformation project that includes the construction of 117 protected homes. This initiative follows the definitive approval of the planning by the Generalitat, the Catalan government.
Mayor Pere Granados presented the details of the project, describing it as one of the most significant urban operations for Salou's future. The Eix Cívic aims to redefine the city centre with more green spaces, new facilities, and a clear commitment to accessible housing, according to officials. The plan includes a total of 144 new homes, with 117 designated as protected housing. This focus on affordable accommodation seeks to facilitate access for groups such as young people, families, and the elderly, who often face increasing difficulties in finding affordable flats.
The project is designed to enhance residents' quality of life, providing spaces for coexistence, socialisation, and cultural activities, Mayor Granados explained. Beyond housing, the Eix Cívic is envisioned as a new central hub for the municipality. It incorporates the creation of a large public square and new facilities, including a modern library, a local history interpretation centre offering immersive experiences, and dedicated spaces for businesses and entrepreneurs. These additions are expected to generate significant social and economic activity within the area.
Connecting Salou's Communities
The Eix Cívic will also play a crucial role in improving mobility and urban cohesion. It is designed to connect various parts of Salou, stretching from the seafront to inland areas, thereby creating an extensive green and leisure axis for the community. This integration aims to make the city more walkable and enjoyable for all residents.

Currently, the project remains in the processing and tendering phase, meaning definitive dates for its completion cannot yet be confirmed. However, Salou City Council is working with the expectation that its development will proceed in parallel with the future Camp de Tarragona tramway. The objective is to ensure both projects are coordinated for maximum benefit to the region, officials said. Through this initiative, Salou is advancing towards a more sustainable and cohesive urban model, prioritising the well-being of its inhabitants with housing and public spaces at its core.
