Roses, in Girona, is bringing back its summer anti-hawking measures from Monday, 2 June 2026, as the town prepares for the peak tourist season along the promenade.
The council says the campaign will run until 30 September and is aimed at curbing unauthorised street sales in the busiest months of the year. It follows the strategy first introduced in 2025 by the Citizen Security Area.
The measures include restricting bicycle and scooter traffic, placing temporary physical barriers along the promenade, and providing public information. Officials say the plan is designed to make it harder for illegal vendors to set up and operate in the area.
The issue, often referred to as top manta, involves vendors displaying goods on blankets on the ground. It has been a recurring problem in several Catalan coastal towns during the summer season.
Roses council says the renewed operation combines prevention and direct intervention, with the aim of maintaining control of the promenade throughout the school holiday period and the rest of the summer. For more local coverage, see our news page.
