Forensic doctors have determined that former Reus mayor Lluís Miquel Pérez is fit to stand trial in the Innova case, which begins this Monday, 11 May 2026, at the Fourth Section of the Provincial Court of Tarragona. Pérez, who recently turned 70, faces charges including prevarication, embezzlement of public funds, document forgery, and influence peddling.

Pérez had requested a forensic report, arguing that his health prevented him from participating in the proceedings. The medical examination confirmed that while he has mild cognitive deterioration, he is capable of testifying and attending the trial sessions. However, the report noted that he might experience some memory issues during the oral hearing.

Charges and Penalties

The Public Prosecutor's Office is seeking a 10-year prison sentence for Pérez. Additionally, prosecutors are requesting a 20-year disqualification from holding public office and a fine of €200,000. These charges stem from his alleged involvement in the Innova case, a long-running investigation into alleged irregularities within the municipal holding company.

Shirota Functional Foods Inquiry

In a related development, the court has requested the Reus City Council to locate the minute book for the board and partners' meetings of Shirota Functional Foods SL. This public-private company focused on research and development of functional foods. Innova, URV, Tecnoparc, and La Morella Nuts were all participants in the company. Shirota Functional Foods entered liquidation in 2011, and judicial proceedings concerning the case began in 2013. The whereabouts of these official records are now a point of enquiry for the court as the trial progresses.
