Five municipalities in the Alt Empordà region of Girona have experienced increases in average rental prices, despite a government-imposed rent cap in place for two years. This measure was introduced to regulate the rental market in areas designated as 'stressed zones'.
Data from INCASÒL's rental deposits shows an uneven trend across Girona's counties. Comparing the first quarter of 2024 with the fourth quarter of 2025, average rents rose in 20 of the 47 Girona municipalities affected by the cap, according to officials.
Rental Market Trends in Girona
The Catalan government implemented the rent control measure two years ago. Its aim was to stabilise rental prices in areas where housing demand significantly outstrips supply, making it difficult for residents to find affordable accommodation. However, the latest figures suggest the policy has not achieved its intended effect everywhere, particularly in parts of Alt Empordà.
