Lleida City Council, known as the Paeria, has been recognised by the Open Administration of Catalonia (AOC) for its work in digital transformation, electronic administration and open government. The council took third place among municipalities with more than 50,000 inhabitants in the Open Administration Awards 2025, presented in Granollers.
The awards are now in their eleventh edition and are used to highlight local bodies that perform well in digital services, transparency, interoperability and open government. They cover seven categories, based on the size and type of local authority.
The distinctions are based on the Digital Maturity Index, or IMD, an indicator developed by the AOC. It uses objective, verifiable data rather than applications from councils or subjective judging.
The index assesses more than thirty indicators linked to digital administration, including electronic processing, digital incoming and outgoing communications, interoperability services such as Via Oberta, electronic notifications, digital services for residents, transparency, open data, open government, and compliance with security and interoperability standards.
The AOC says the evaluation draws on service usage data, analysis of municipal websites and other verifiable sources. More on the organiser is available on the AOC website.
