Amadeu Gallart has urged the councils of Puigcerdà and La Seu d’Urgell to work together to seek more Generalitat territorial services for their two counties, in a commentary published by Pirineus Digital.

The proposal is an opinion expressed by Gallart, not an announced agreement by either council. For residents in Cerdanya and Alt Urgell, the issue concerns where Generalitat services are provided: the regional government says several services in the Alt Pirineu i Aran still rely on offices in Lleida and/or Girona.

Services still linked to Lleida or Girona

The Generalitat’s Alt Pirineu i Aran delegation serves six counties: Alt Urgell, Alta Ribagorça, Aran, Cerdanya, Pallars Jussà and Pallars Sobirà. The delegation represents the Catalan Government in the area and works to implement its policies locally.

According to the Generalitat, some territorial services have not yet been fully established in the region and instead refer to Lleida or Girona:

  • Social Rights and Inclusion, which has a territorial co-ordination office in Sort;
  • Economy and Finance;
  • Business and Employment, which has a territorial co-ordination office in La Seu d’Urgell; and
  • Local Administration.
“Puigcerdà” and “La Seu” should do two things: urgently demand the Generalitat territorial services to which they are entitled, and jointly establish a clear vision that their future development depends on being essential centres of the Alt Pirineu.

Gallart argues that Puigcerdà’s links with neighbouring France and La Seu d’Urgell’s relationship with Andorra give the towns complementary roles within the mountain region. He says the initiative should not be treated as opposing the interests of Pallars, Ribagorça or Aran.

Where residents can complete Generalitat paperwork

The region’s existing Citizen Service Office, known locally as an OAC, is in Puigcerdà. It handles in-person Generalitat procedures including traffic-fine payments, rental-deposit matters, applications for training support and large-family certificates.

Residents can request an appointment online, by calling 012, or in person at the Citizen Service Office. The Generalitat advises people to check the relevant procedure’s requirements and documents before attending.
