5,000 Procedures Completed Since Launch
The Generalitat’s Virtual Office and mobile citizen service units (OAC mòbils) have completed nearly 5,000 administrative procedures in less than a year of operation. According to the Minister of the Presidency, Albert Dalmau, the Virtual Office has conducted 3,588 video consultations since October 2025, while the five mobile OAC units have delivered 1,181 in-person services since April. Dalmau praised the figures, framing them as part of the government’s effort to make public administration more accessible and less bureaucratic. He stressed the aim is to avoid letting bureaucracy or digital complexity create distance between citizens and institutions.

How the Virtual Office Works
The Virtual Office offers 180 weekly appointments to manage around 40 different procedures. The most requested services include registration for Catalonia’s Stable Couples Registry, recognition and review of disability status, and dependency assessments. It is staffed by seven specialised advisors and will soon introduce enhanced accessibility tools, including real-time transcription in Catalan, Spanish, and English, with future support for Arabic and Urdu translation. The goal is for the Virtual Office to eventually offer all the same services available at physical OAC locations.
Mobile Units Reach 200 Towns Monthly
Each month, the five mobile OAC units visit over 200 municipalities that previously had no direct access to Generalitat administrative services. The units follow five territorial routes:
- South-west (382 services)
- North-east (319)
- South-east (186)
- Centre (166)
- North-west (128)
These vehicles serve areas with low population density, geographic isolation, or limited mobility options. Each unit includes an accessible interior space for two clients, a self-service zone, outdoor waiting area, and is operated by a driver and a digital officer. Most requests involve idCAT Mòbil, idCAT Certificat, and electronic signatures (348 cases), dependency recognition (134), and cross-administration procedures (104). User satisfaction is high, with ratings reaching 4.93 out of 5.
Demand Shapes Future Expansion
Dalmau confirmed the government is assessing demand across the 200 visited towns. While some locations face queues and waiting lists, others require more outreach to boost usage. The executive will consider expanding the fleet based on demand to ensure coverage across all eligible municipalities. The initiative forms part of the government’s broader public service modernisation strategy and received €2.43 million in funding for 2026 and 2027.
