Contracts Aimed at Supporting Elderly Wellbeing
The Generalitat de Catalunya has formally opened a public tender for the management of cafeteria and dining services across 30 Casals de Gent Gran (Senior Centres) and Casals Cívics (Civic Centres), including the Casal Cívic i Comunitari Balaguer-Eixample. The initiative, led by the Directorate General for Civic and Community Action, aims to ensure that older people at risk of social exclusion have access to affordable meals in a safe environment. According to the official proposal, the service is essential not only for food security but also to reduce daily burdens such as grocery shopping and the risks associated with using gas or butane stoves.
The dining space also serves as a vital area for social interaction, helping to prevent isolation among older adults.
Lot-Based Tender Favors Small Businesses
The contract has been divided into 30 lots, each corresponding to a specific centre, to encourage participation from small and medium-sized enterprises (SMEs). European procurement guidelines transposed into Catalan law support this approach to promote competition and accessibility. Each lot represents a minimum operational unit and cannot be subdivided. The financial thresholds for economic solvency vary by location. For example, Lot 3, covering the Casal Cívic de Balaguer, requires a minimum annual turnover of €2,643.72. Larger centres, such as the Bac de Roda facility in Barcelona, require up to €12,297.98 in annual revenue. The procedure will follow an open bidding process to maximise participation. Contracts may be extended up to three years, justified by the need for concessionaires to make initial investments in repairs and equipment at their own expense before operations begin.

The Punt Òmnia at the Balaguer-Eixample centre, located at Carrer Urgell 5, already provides free digital inclusion services for all ages, according to Xarxa Òmnia. The addition of a managed cafeteria service is expected to further enhance community support. Businesses interested in bidding must demonstrate technical, professional, and financial solvency through specified criteria, as the contract is classified as a service concession under Catalan public procurement rules.
