Barcelona City Council and the Consorci de la Zona Franca (CZFB) have signed a protocol to develop a new public tower in Glòries, Barcelona. The agreement was announced on 12 June 2026 and sets out a minimum of 35,000 square metres of floor space for protected housing, administrative offices and community facilities.
Mayor Jaume Collboni and the State's Special Delegate to the CZFB, Pere Navarro, presented the deal at the DHub. According to the officials, the CZFB will lead the promotion and execution of the project, provide initial funding for the works and manage the future office building.
The tower is planned for 254 Avinguda Diagonal, at the junction with Gran Via de les Corts Catalanes and Ciutat de Granada street, in Sant Martí. The site covers more than 5,600 square metres and is intended to add public housing while keeping a mix of residential, economic and community uses in the area.
Of the planned above-ground floor space, 10,000 square metres will be for protected housing, 20,000 square metres for administrative uses and 5,000 square metres for community facilities. Those facilities, which local residents have long requested, include the Clot library, an auditorium and a sports centre.
Collboni said the project would recover its original public service purpose and help meet the needs of Clot and Camp de l'Arpa. He added that the agreement secures funding, sets an initial timetable and activates the site in Glòries, while increasing public housing, reinforcing institutional presence and expanding the district's facilities network.
The architectural project will be awarded through an international competition due to launch in autumn 2026. Drafting is expected to begin during 2027, with construction set to start between late 2028 and early 2029. The housing element is expected to be the first part of the development to open.
