The Baix Ebre Comarcal Council in southern Catalonia mobilised nearly €3 million in resources for the territory and filled almost 70% of managed job offers in 2025, according to officials. These figures consolidate the economic activation model driven by the Business Promotion and Active Employment Policies Area.
Antoni Gilabert, president of the Baix Ebre Comarcal Council, highlighted the direct impact of these results. He stated that "in Baix Ebre, what we do can already be touched: in the form of jobs, businesses, and projects that move forward." Gilabert emphasised these were "real results that reach people and have a direct impact on their daily lives."
Investment and Job Creation
In 2025, the council mobilised nearly €800,000 in hiring grants, €1.9 million from the Nuclear Transition Fund, and over €500,000 from other state and Catalan aid programmes. These funds helped boost business growth, create new jobs, consolidate local projects, and purchase new equipment.
A key indicator of success is the council's ability to meet labour market needs, with almost 70% of managed job offers filled. This result comes from combining support for job seekers and assistance for companies needing to recruit talent.
Sergi Curto, first vice-president of the Baix Ebre Comarcal Council, explained that this is "not generic attention, but a first-person accompaniment that allows everyone to have their own path to a job opportunity." He added that this model "helps talent stay in the territory and allows companies to find profiles without having to look elsewhere."
Support for Individuals and Businesses
During 2025, 1,185 people received assistance through the Socio-Labour Insertion Device and the Job Exchange, which operates both at the Comarcal Council and in the municipalities of the region. Nearly 500 of these individuals followed an individualised plan, based on personalised support that analysed each person's situation and defined a specific path to improve their employability, whether through training, guidance, or access to job offers.
Training was another significant focus, with over 1,000 students participating in 43 workshops held in 11 educational centres. This reinforced the connection between the education system and the working world. Over €300,000 was allocated to this area, with women representing more than 54% of participants.
Regarding entrepreneurial activity, 119 projects were promoted and 34 new companies were created in 2025. This contributed to generating economic activity and new opportunities in the region. Overall, the data shows a model that not only supports people in their job search but also strengthens the business fabric, activates the local economy, and helps retain population in Baix Ebre, creating real opportunities for people to develop their life projects in the region.
Future Outlook
This model relies on cooperation among administration, businesses, and educational centres, as well as an understanding of the territory's needs. Over 200 companies received advice during the year. Gilabert concluded by stating that "the challenge is not just to create opportunities, but to make them generate roots and allow a future to be built in Baix Ebre; in short, to make things happen and make them happen here." He stressed the commitment to continue working to make these opportunities increasingly accessible to citizens.
