The Baix Ebre Regional Council in Terres de l'Ebre mobilised nearly €3 million in resources for the local area during 2025, covering almost 70% of managed job offers. These figures, according to the Council, strengthen the economic activation model driven by its Business Promotion and Active Employment Policies Area.

Antoni Gilabert, the Council's president, said these were "real results that reach people and have a direct impact on their daily lives." The funds included almost €800,000 in hiring grants, €1.9 million from the Nuclear Transition Fund, and over €500,000 from other state and Catalan aid programmes. These resources helped boost business growth, create new jobs, consolidate local projects, and fund new equipment purchases.

Boosting Employment and Business

A key indicator of success was the Council's ability to meet labour market needs, with nearly 70% of managed job offers filled. This result comes from supporting both job seekers and companies looking for talent.

Sergi Curto, the first vice-president of the Baix Ebre Regional Council, explained that this was not "generic attention, but a personal accompaniment that allows everyone to have their own path to a job opportunity." He added that this model "helps talent stay in the area and allows companies to find profiles without having to look elsewhere."

During 2025, 1,185 people received support through the Socio-Labour Insertion Programme and the Job Bank, which operates from both the Regional Council and local municipalities. Of these, nearly 500 followed an individualised plan, involving personalised guidance to analyse each person's situation and define a specific route to improve their employability. This included training, orientation, or access to job offers.

Training and Entrepreneurship Initiatives

Training was another important focus, with over 1,000 students participating in 43 workshops held across 11 educational centres. This strengthened the link between the education system and the world of work. More than €300,000 was allocated to this area, with women making up over 54% of participants.

Regarding entrepreneurial activity, 119 projects were supported and 34 new businesses were created in 2025, generating economic activity and new opportunities in the region. Overall, the data shows a model that not only helps people find work but also strengthens the business fabric, stimulates the local economy, and helps retain population in Baix Ebre. This creates opportunities for people to build their lives in the region.

This model relies on cooperation between the administration, businesses, and educational centres, as well as an understanding of local needs. Over 200 businesses received advice during the year. Gilabert concluded that the challenge is not just to create opportunities, but to ensure they "generate roots and allow a future to be built in Baix Ebre; in short, to make things happen, and to make them happen here."
